Stateless person shall mean any person who does not hold a nationality of any country and who is deemed a foreigner.

Statelessness status shall be regulated by the Articles 50 and 51 of the Act on Foreigners and International Protection No. 6458 in Turkey. Besides, statelessness issue shall be regulated by the Articles 47 to 50 of the Regulation for Implementation of the Law on Foreigners and International Protection.

There are some certain rights provided to stateless persons in the Turkish legislation. Rights and guarantees granted to stateless persons shall be regulated by the Article 51 of the Law on Foreigners and International Protection No. 6458.

Persons holding a Stateless Person Identification Document are entitled to the following rights in Turkey:

1. They may apply to obtain any of the residence permits set out in the mentioned law.
2. They shall not be deported unless they pose a serious public order or public security threat.
3. They are not be subject to the reciprocity requirement sought in procedures concerning foreigners.
4. They are subject to the provisions of the Act No. 4817 in activities and actions regarding work permit.
5. They are entitled to the provisions of Article 18 of the Law No 5682.
